20. herinnert eraan dat er bijzondere aandacht moet worden besteed aan de eerbiediging van de beginselen van humanitaire hulp (onafhankelijkheid, onpartijdigheid, neutraliteit); meent dat de veilige toegang tot getroffen bevolkingsgroepen en de veiligheid van humanitaire werkers in de eerste plaats berusten op de manier waarop door invloedrijke actoren in het veld tegen hen wordt aangekeken, en dat ze moeten worden beschouwd als onafhankelijk van elke partijpolitieke overweging; wijst er evenwel op dat de dienst humanitaire hulp en civiele bescherming van de Commissie (ECHO) nog steeds deel uitmaakt van de EU en is er bijgevolg stellig van overtuigd dat er meer moet worden gedaan om de samenwerking en coördinatie tussen ECHO en de EDEO te verbeteren;

Recalls that special attention must be paid to respecting the principles of humanitarian aid (independence, impartiality, neutrality); believes that safe access to affected populations and the security of humanitarian workers rely above all on how they are perceived by influential actors in the field, and that they should be seen as independent from any partisan political consideration; points out, however, that the Commission’s humanitarian aid and civil protection (ECHO) service is still part of the EU and, consequently, strongly believes that more should be done to enhance cooperation and coordination between ECHO and the EEAS;

− (PT) Ongeacht onze steun voor verscheidene aspecten van humanitaire hulp die in het verslag worden beklemtoond, kunnen wij geen steun geven aan een “consensus” over de beginselen, doelstellingen en strategieën van de EU voor het geven van humanitaire hulp in derde landen die oproept tot het bevorderen van “het recht – of zelfs de plicht – van interventie in geval van ernstige schending van het IHR en/of de mensenrechten”, vanuit de overweging dat “dwangmaatregelen, met inbegrip van militair ingrijpen, slechts als laatste redmiddel” mogen worden toegepast.
− (PT) Irrespective of our support for various aspects of humanitarian aid which are stressed in the report, we cannot endorse a ‘consensus’ on the EU's principles, objectives and strategies for the delivery of humanitarian aid in third countries that calls for the promotion of ‘the right, or indeed the duty, of intervention in cases of serious violation of IHL and/or human rights’, considering that ‘coercive measures, including military intervention, may only be used as ‘a last resort’.

De Commissie vestigt eveneens de aandacht op de tweede overweging van Verordening (EG) nr. 1275/96 van de Raad van 20 juni 1996 betreffende humanitaire hulp : “Overwegende dat civiele acties ter bescherming van de slachtoffers van conflicten of vergelijkbare uitzonderlijke omstandigheden onder het internationale humanitaire recht vallen, en dat deze derhalve in de humanitaire acties dienen te worden geïntegreerd”.
It also draws the attention on preamble 2 of Council Regulation (EC) N° 1257/96 of 20 June 1996 concerning humanitarian aid , which reads: "Whereas civilian operations to protect the victims of fighting or of comparable exceptional circumstances are governed by international humanitarian law and should accordingly be considered part of humanitarian action".
